Pedestal Construction
At the DSS-55 construction site, the water barrier has been installed on top of the first concrete blind layer.
This water barrier is intended to keep ground water from penetrating the final pedestal. It is rolled out over the
surface, and then vulcanized into a complete barrier with a torch.
